City of Manvel
Pomona is located in the Extra Territorial Jurisdiction (ETJ) of Manvel. The City of Manvel is a south Texas city of approximately 6,000 residents, located in northern Brazoria County. Pearland is located just to the north, Alvin to the east, Missouri City and Sugar Land to the west, and Angleton and Lake Jackson to the south. Texas State Highway 6 passes through Manvel, leading 7 miles east to Alvin, 37 miles east to Galveston, and 20 miles southwest to Sugar Land. Texas State Highway 288, a four-lane freeway (to be expanded with toll lanes, construction to begin in 2016), runs through the northwest part of Manvel, leading north 20 miles to downtown Houston and south 23 miles to Angleton, the Brazoria County seat.
Being in the ETJ of Manvel means the community is subject to some regulations of Manvel, but residents are not subject to all regulations and do not have to pay the city tax. Residents receive their typical city services (water, sewer, fire and police) from either the MUD or County.
Taxes
The property taxes provide funding to Brazoria County, Alvin ISD, and the MUD. The following taxes are taxes paid (rates below are 2024 rates).
Home Owners Association
The HOA provides services to the entire community, such as maintenance of the common areas, maintenance of the amenity center and pool, and resident compliance with HOA guidelines. In doing so the HOA maintains the quality of the community per the regulations and budgets. The HOA dues of $1300 per home goes towards the annual budget which includes all maintenance costs, administration costs, security monitoring, and a dedicated lifestyle manager and HOA general manager who oversees the daily operations of the association. The HOA provides services that not only save homeowners time and money, but also give them peace of mind.
Municipal Utility District
Pomona is in a Municipal Utility District (”MUD”). A MUD is a special district created by the Texas Legislature to finance facilities not provided by a municipality. A MUD has the power to levy an ad valorem tax to fund improvements inside the district, such as water, sewer, drainage, roads and park facilities. Having the MUD at Pomona provides not only for the infrastructure financing, but it also funds the maintenance and operations cost of the water, sewer and park facilities within the property.
